VII. CONCLUSION
Companies outsourcing projects to countries with large
populations choose cities rather than the countries per se.
This is the case with Argentina, India, the Dominican Republic
and most other thriving markets. Two to four major
Tier 1 and Tier 2 cities attract over 80% of major contracts
being outsourced. As costs rise and talent depletes Tier 3
cities emerge as is the case with Hyderabad and Kolkata in
India. This executive report emphasizes the importance of
comparing and evaluating cities as “locations within location”
or “miniature countries.”.
